Born September 24, 1926, on the family ranch in Rough Creek, Dell was the son of Bill and Sallie (Underwood) Helms. He graduated from Hobbs High School, and took over the family ranch. On February 11, 1949, he married the love of his life, Joye Pritchard, at the First Baptist Church Parsonage in Rotan. He lived on the same ranch in Rough Creek for his entire life, farming and ranching. If asked what he was doing, he would always respond "Workin,'" "Hoeing,'" or "Shuckin' Onions." He spent a lot of time with his grandchildren, and was constantly finding new ways to get them into trouble with their parents. His name was well respected, and he received the Texas Land Heritage award, honoring the hundred-year operation of his family ranch.
