Foy was born October 13, 1916 and raised in Pledger community in Fisher County. He was born the third child of Joseph David and Elsie Lee Knox Mitchell.
Foy graduated from Sylvester High School in 1934, after playing on the Sylvester Cardinals basketball team. Foy made his home near his birth place in Fisher County, where he married Dessie Loreta Field in 1939, farming, ranching, and serving as Postmaster in the general store they owned and operated. Their only child was born soon there after. His career did not end there. In 1954 Foy joined the Texas Farmers Union and started the Fisher County Farm Union. In 1961 Foy organized Fisher Countys CoOp Gin and in 1965 he started a farm store in connection with that cotton gin. Foy was instrumental in helping organize the huge Rolling Plains Compress at Sweetwater in 1963, where he served on its board for 19 years and was Chairman for five of those years. He also served on the board of Plains Cotton Cooperative Association at Lubbock, and was on the PCCA executive board for five years. Always on the lookout for ways to help the local farmers, Foy was elected to the board of the Voluntary Purchasing Group in 1969 and served for over 25 years. In 1979 Foy helped organize the Fisher Jones Pest Management Association and the Fisher County Quail Coop and served on those boards as well. Foy retired in 1982 but he continued his service to the community in many ways including 40 years as Democratic Chairman and National Delegate of Fisher County, and 25 years service on the McCaulley Sylvester water board. In 1994 Foy was honored with the title of Texas Agriculture Man of the Year as well as many other honors.
Foy was not only a leader of the community but a dedicated family man, he was a loving father, grandfather, great grandfather, and greatgreat grandfather. He enjoyed gardening, and traveling, but his favorite hobby was joining buddies to discuss the issues of the time at the local coffee shop. He was also a life long member of the Roby Church of Christ.
Foy is proceeded in death by his wife Dessie Field Mitchell, brother Horace David Mitchell, sister Audie Ann Mitchell Burk, brother Frank Knox Mitchell, and Daughter Gail Mitchell Kemmerling.
Foy is survived by his youngest sister Dora Dee Mitchell of Abilene, Grand Daughters Gena and husband Erick Parks of Ozona TX, Rhonda Albright of Midland TX,
GreatGrand Children Jakob and wife Lacy Parks of Ozona TX, Kayla Parks of Midland TX, Brittany Albright of Midland TX, Harley Albright of Kingsport TN, and Hunter Albright of Midland TX, GreatGreatGrandchildren Kaylee Albright, Jordan Parks, and Maddlynn Parks. He is also survived by a number of Nieces and Nephews.
